春天剛剛來臨,一(yi)(yi)(yi)(yi)個名叫“一(yi)(yi)(yi)(yi)號(hao)通(tong)(tong)(tong)”的新(xin)業(ye)(ye)務在原(yuan)本就不(bu)平靜(jing)的國(guo)內通(tong)(tong)(tong)信(xin)界又掀起一(yi)(yi)(yi)(yi)陣波瀾。不(bu)久(jiu)前(qian)傳出(chu)消息,中(zhong)國(guo)電信(xin)、中(zhong)國(guo)網通(tong)(tong)(tong)準備在部(bu)分地(di)區推出(chu)“一(yi)(yi)(yi)(yi)號(hao)通(tong)(tong)(tong)”業(ye)(ye)務。此消息一(yi)(yi)(yi)(yi)出(chu),業(ye)(ye)內一(yi)(yi)(yi)(yi)片嘩然(ran),褒貶之聲(sheng)不(bu)絕于(yu)耳,贊成、質疑、褒揚、擔憂各種聲(sheng)音充斥著(zhu)通(tong)(tong)(tong)信(xin)界。然(ran)而不(bu)管(guan)怎樣,“一(yi)(yi)(yi)(yi)號(hao)通(tong)(tong)(tong)”的準備工(gong)作仍在悄(qiao)悄(qiao)地(di)進行著(zhu)。
分流話務,“一號通”出絕招
所謂(wei)“一號(hao)(hao)(hao)通”就是將一個(ge)用戶(hu)的(de)多個(ge)電(dian)話號(hao)(hao)(hao)碼(包(bao)括(kuo)小靈(ling)通、手機(ji)、固定(ding)電(dian)話等)捆綁在一個(ge)號(hao)(hao)(hao)碼中,有(you)的(de)運營商準備把它的(de)號(hao)(hao)(hao)碼前三(san)位定(ding)為(wei)“700”,所以又稱700業(ye)務。其他人(ren)只需要撥打該(gai)號(hao)(hao)(hao)碼,“一號(hao)(hao)(hao)通”的(de)智(zhi)能(neng)網(wang)平臺即可(ke)(ke)以把來話接到(dao)用戶(hu)指(zhi)定(ding)的(de)電(dian)話或(huo)手機(ji)上(shang)。幾個(ge)號(hao)(hao)(hao)碼的(de)接聽順序(xu)由用戶(hu)自(zi)行設定(ding),第(di)(di)一個(ge)號(hao)(hao)(hao)碼無應答,智(zhi)能(neng)網(wang)平臺可(ke)(ke)以把來話自(zi)動轉接到(dao)第(di)(di)二個(ge)、第(di)(di)三(san)個(ge)號(hao)(hao)(hao)碼上(shang)去。這樣,不但打電(dian)話一定(ding)可(ke)(ke)以找(zhao)到(dao)被叫人(ren),而且被叫人(ren)所使(shi)用的(de)通信工(gong)具可(ke)(ke)以事先(xian)自(zi)己(ji)設定(ding),把最(zui)便(bian)宜(yi)的(de)電(dian)話放到(dao)前面,既(ji)不必擔心別人(ren)找(zhao)不到(dao),又不必為(wei)此(ci)化冤(yuan)枉錢,真可(ke)(ke)以說是又方便(bian)又實惠。
業(ye)界對于“一(yi)號通(tong)”的推出說法頗(po)多(duo),但有一(yi)點是(shi)得(de)(de)到大多(duo)數人(ren)的肯定:“一(yi)號通(tong)”是(shi)固(gu)話(hua)(hua)(hua)運營商(shang)(shang)對于移(yi)(yi)動運營商(shang)(shang)分流固(gu)話(hua)(hua)(hua)業(ye)務(wu)的一(yi)種(zhong)反擊(ji),以奪回被蠶(can)食的固(gu)話(hua)(hua)(hua)業(ye)務(wu)。眾(zhong)所(suo)周知,在移(yi)(yi)動電話(hua)(hua)(hua)尚(shang)未普及之(zhi)時,通(tong)信界是(shi)固(gu)定電話(hua)(hua)(hua)一(yi)統天(tian)下的局面(mian)。然而,隨著移(yi)(yi)動電話(hua)(hua)(hua)走入千家萬(wan)戶,原來的固(gu)話(hua)(hua)(hua)運營商(shang)(shang)不再(zai)高枕無憂了(le),他們的業(ye)務(wu)量越來越多(duo)得(de)(de)被移(yi)(yi)動話(hua)(hua)(hua)務(wu)分走。為了(le)在通(tong)信這塊大蛋糕上分得(de)(de)更(geng)多(duo)的份額,固(gu)話(hua)(hua)(hua)運營商(shang)(shang)不得(de)(de)不想出新點子、開辟新業(ye)務(wu),以更(geng)具吸引(yin)力的業(ye)務(wu)招攬用戶。在這種(zhong)情況下,“一(yi)號通(tong)”便(bian)應運而生(sheng)。
對(dui)于這(zhe)一(yi)(yi)(yi)點,著名電(dian)(dian)信(xin)專家、北京郵(you)電(dian)(dian)大學闞凱力教授表(biao)示積(ji)極支持。闞教授指出,“一(yi)(yi)(yi)號(hao)通(tong)(tong)(tong)”有很大的(de)市場空間,因(yin)為現在手(shou)機(ji)的(de)通(tong)(tong)(tong)話費(fei)比市話高很多,“一(yi)(yi)(yi)號(hao)通(tong)(tong)(tong)”的(de)用戶如果在家里(li)或辦公室,肯定(ding)是把座機(ji)放在前面,這(zhe)樣就可(ke)以節(jie)省開支,不化冤枉錢(qian);出門時(shi),來話又可(ke)以自動轉(zhuan)接到手(shou)機(ji)上,也不會因(yin)此(ci)而誤事(shi)。同(tong)時(shi),移動電(dian)(dian)話的(de)通(tong)(tong)(tong)話質量一(yi)(yi)(yi)般不如固定(ding)電(dian)(dian)話,“一(yi)(yi)(yi)號(hao)通(tong)(tong)(tong)”用戶在省錢(qian)的(de)同(tong)時(shi)還可(ke)以享受比較好(hao)的(de)服務。
巧妙解決“號碼攜帶”難題
在論(lun)及(ji)“一(yi)號(hao)通”時,闞凱力(li)教授(shou)給予高度(du)評價,稱其為(wei)“中國的又一(yi)創舉,解(jie)決了世界通信界關于(yu)號(hao)碼(ma)攜帶的一(yi)大難題”。
所謂(wei)“號(hao)(hao)(hao)碼(ma)(ma)攜(xie)帶”又稱為“換機(ji)不改號(hao)(hao)(hao)”。它規定(ding)(ding)號(hao)(hao)(hao)碼(ma)(ma)的(de)所有權(quan)和使用(yong)(yong)權(quan)屬于(yu)用(yong)(yong)戶(hu)(hu),用(yong)(yong)戶(hu)(hu)因為搬家(jia)或改變運(yun)營(ying)(ying)商以(yi)后,可(ke)以(yi)保留原來的(de)電話號(hao)(hao)(hao)碼(ma)(ma)不變。“號(hao)(hao)(hao)碼(ma)(ma)攜(xie)帶”解決了用(yong)(yong)戶(hu)(hu)號(hao)(hao)(hao)碼(ma)(ma)更(geng)換造成的(de)聯系不便,并由(you)此防(fang)止運(yun)營(ying)(ying)商用(yong)(yong)號(hao)(hao)(hao)碼(ma)(ma)把(ba)用(yong)(yong)戶(hu)(hu)“鎖定(ding)(ding)”,大(da)大(da)提高了用(yong)(yong)戶(hu)(hu)的(de)選擇權(quan),使運(yun)營(ying)(ying)商只有通過提供物(wu)美價(jia)廉的(de)服務才能留住(zhu)客戶(hu)(hu)。但是(shi),由(you)于(yu)目前固話和手機(ji)號(hao)(hao)(hao)碼(ma)(ma)都(dou)由(you)運(yun)營(ying)(ying)商控制,各運(yun)營(ying)(ying)商之間存(cun)在(zai)激烈的(de)競爭,所以(yi)他們會采取各種措施,如收取高額費(fei)用(yong)(yong)、在(zai)技術上設置障(zhang)礙等,阻礙消費(fei)者自由(you)換號(hao)(hao)(hao)。
闞教授指出,“國(guo)際上(shang)十幾(ji)年前就提出‘號(hao)(hao)(hao)碼(ma)(ma)(ma)攜帶(dai)(dai)’,然(ran)而由于技術復(fu)雜和各個(ge)運(yun)營商(shang)的(de)(de)自我保護,一(yi)直沒能解(jie)決(jue),成(cheng)為一(yi)道(dao)世界(jie)難(nan)題。去年十月美國(guo)才(cai)出臺關(guan)于號(hao)(hao)(hao)碼(ma)(ma)(ma)攜帶(dai)(dai)的(de)(de)硬(ying)性政策,但(dan)是執行(xing)起來(lai)還是困難(nan)重(zhong)重(zhong)。我國(guo)的(de)(de)‘一(yi)號(hao)(hao)(hao)通’繞過了‘號(hao)(hao)(hao)碼(ma)(ma)(ma)攜帶(dai)(dai)’的(de)(de)技術困難(nan)和運(yun)營商(shang)壁壘(lei),用戶在自己的(de)(de)‘一(yi)號(hao)(hao)(hao)通’號(hao)(hao)(hao)碼(ma)(ma)(ma)下面可(ke)以任(ren)意(yi)更(geng)換號(hao)(hao)(hao)碼(ma)(ma)(ma)和它(ta)們(men)的(de)(de)順序(xu)。這樣(yang)(yang),不(bu)但(dan)技術上(shang)簡單易行(xing),而且與任(ren)何運(yun)營商(shang)都無關(guan)。只(zhi)要‘一(yi)號(hao)(hao)(hao)通’的(de)(de)號(hao)(hao)(hao)碼(ma)(ma)(ma)不(bu)變,無論運(yun)營商(shang)給(gei)的(de)(de)電話號(hao)(hao)(hao)碼(ma)(ma)(ma)怎樣(yang)(yang)變,都不(bu)必擔心別人找不(bu)到你。這樣(yang)(yang)就非常(chang)巧妙的(de)(de)解(jie)決(jue)了‘號(hao)(hao)(hao)碼(ma)(ma)(ma)攜帶(dai)(dai)’的(de)(de)問題。”
闞凱力(li)教授(shou)指出(chu)(chu),“一號(hao)通”的(de)出(chu)(chu)臺意義重大(da),將有利于促進電信(xin)運營(ying)(ying)(ying)商之間的(de)公平競(jing)爭(zheng)。“一號(hao)通”給了消費者更大(da)的(de)選擇權,各大(da)運營(ying)(ying)(ying)商要想(xiang)用戶將自(zi)己(ji)的(de)號(hao)碼排在接聽順(shun)序的(de)前面(mian),必須以物(wu)美價廉的(de)服(fu)務吸引(yin)用戶,這樣各大(da)運營(ying)(ying)(ying)商便會想(xiang)方設法降低資費,可以促使通信(xin)市(shi)場(chang)走上(shang)更加(jia)規范(fan)健康的(de)發展(zhan)道路。
互連互通毋庸顧慮,“一號通”前景看好
記者在對“一號(hao)通”進(jin)行(xing)采訪(fang)過程中,電信方面(mian)一直保持(chi)謹慎(shen)態度,低調行(xing)事(shi)。這一點(dian)讓人們(men)大(da)惑不解,一個(ge)原(yuan)本應該大(da)張(zhang)旗(qi)鼓進(jin)行(xing)宣傳的業務電信何(he)以如此低調行(xing)事(shi)。業內人士認為(wei),這是因為(wei)電信方面(mian)尚有很多(duo)顧慮。
有(you)業(ye)(ye)(ye)內人(ren)士(shi)分(fen)析,由于“一(yi)號通”將會分(fen)流(liu)移(yi)動運營(ying)商的(de)(de)部分(fen)業(ye)(ye)(ye)務(wu),電(dian)信的(de)(de)顧(gu)慮主(zhu)要是擔心移(yi)動運營(ying)商不(bu)合作,采取抵制措施(shi),使轉接呼叫失敗(bai),這樣(yang)很(hen)容易導致這項(xiang)業(ye)(ye)(ye)務(wu)流(liu)產(chan)。這一(yi)點有(you)前車之(zhi)鑒,廣東(dong)電(dian)信2002年底推出(chu)的(de)(de)“游子歸(gui)家(jia)”手機休息站業(ye)(ye)(ye)務(wu),攔截了部分(fen)移(yi)動話務(wu),引起移(yi)動和(he)聯(lian)通的(de)(de)不(bu)滿,后來遭到了反擊。
這個(ge)顧慮(lv)說到底還(huan)是(shi)(shi)互(hu)(hu)聯(lian)(lian)互(hu)(hu)通(tong)(tong)(tong)(tong)(tong)(tong)的問題,然(ran)而(er)闞(kan)凱力教(jiao)授(shou)卻(que)指出:互(hu)(hu)聯(lian)(lian)互(hu)(hu)通(tong)(tong)(tong)(tong)(tong)(tong)根本(ben)不(bu)(bu)(bu)成問題,電(dian)(dian)信、網(wang)通(tong)(tong)(tong)(tong)(tong)(tong)的擔心完全多余。從運營商(shang)之間的關系講,移(yi)動(dong)和聯(lian)(lian)通(tong)(tong)(tong)(tong)(tong)(tong)在互(hu)(hu)連互(hu)(hu)通(tong)(tong)(tong)(tong)(tong)(tong)上進行(xing)阻(zu)攔也是(shi)(shi)不(bu)(bu)(bu)明(ming)智的。闞(kan)教(jiao)授(shou)對(dui)這個(ge)問題作了(le)具體分析:如(ru)果是(shi)(shi)“一號(hao)通(tong)(tong)(tong)(tong)(tong)(tong)”把(ba)來話(hua)(hua)轉(zhuan)接(jie)到手(shou)機(ji)(ji)上,移(yi)動(dong)運營商(shang)如(ru)果不(bu)(bu)(bu)給接(jie)的話(hua)(hua),來話(hua)(hua)將(jiang)會自動(dong)轉(zhuan)到下一個(ge)號(hao)碼,他原本(ben)可以賺(zhuan)到手(shou)的通(tong)(tong)(tong)(tong)(tong)(tong)話(hua)(hua)費就拱(gong)手(shou)讓(rang)人(ren)了(le),所(suo)以移(yi)動(dong)必然(ran)會接(jie)通(tong)(tong)(tong)(tong)(tong)(tong)手(shou)機(ji)(ji)。如(ru)果是(shi)(shi)用(yong)(yong)戶(hu)用(yong)(yong)手(shou)機(ji)(ji)打“一號(hao)通(tong)(tong)(tong)(tong)(tong)(tong)”,移(yi)動(dong)就更會配合,雖然(ran)他不(bu)(bu)(bu)知道用(yong)(yong)戶(hu)究竟會用(yong)(yong)哪個(ge)電(dian)(dian)話(hua)(hua)接(jie)聽(ting),但這份呼出電(dian)(dian)話(hua)(hua)的錢還(huan)是(shi)(shi)先賺(zhuan)到為妙(miao)。因此闞(kan)教(jiao)授(shou)認為,無論從那種情況分析,移(yi)動(dong)運營商(shang)雖然(ran)對(dui)“一號(hao)通(tong)(tong)(tong)(tong)(tong)(tong)”心懷不(bu)(bu)(bu)滿(man),但不(bu)(bu)(bu)應(ying)該(gai)在互(hu)(hu)聯(lian)(lian)互(hu)(hu)通(tong)(tong)(tong)(tong)(tong)(tong)上進行(xing)阻(zu)攔。
專家為“一號通”支招
去年8月以來,鐵通(tong)“一(yi)號通(tong)”的(de)不景氣(qi)讓很(hen)多人心有余悸(ji),這大概也(ye)是(shi)電(dian)信網通(tong)低調行事(shi)的(de)一(yi)個重要因(yin)素(su)。
闞凱力(li)把鐵通(tong)(tong)(tong)(tong)(tong)“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”不(bu)成功(gong)的(de)(de)(de)原因總結為(wei)四:第(di)一(yi)(yi),用戶(hu)(hu)(hu)使用“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”業務,是希望今后(hou)(hou)這個(ge)號(hao)(hao)(hao)(hao)(hao)碼(ma)永遠不(bu)要(yao)變(bian),這就(jiu)要(yao)求“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”的(de)(de)(de)經營者有可信度(du)(du)。但是,因為(wei)種種原因,鐵通(tong)(tong)(tong)(tong)(tong)在用戶(hu)(hu)(hu)中的(de)(de)(de)信譽(yu)不(bu)高,導致它的(de)(de)(de)“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”也未(wei)能獲得用戶(hu)(hu)(hu)的(de)(de)(de)充分信任。第(di)二,鐵通(tong)(tong)(tong)(tong)(tong)對“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”的(de)(de)(de)宣傳(chuan)力(li)度(du)(du)不(bu)夠(gou)。連闞教授(shou)去年都不(bu)知(zhi)(zhi)道鐵通(tong)(tong)(tong)(tong)(tong)搞了“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”,消費者知(zhi)(zhi)道的(de)(de)(de)就(jiu)更少了。第(di)三,鐵通(tong)(tong)(tong)(tong)(tong)“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”的(de)(de)(de)號(hao)(hao)(hao)(hao)(hao)碼(ma)未(wei)能從消費者角度(du)(du)考慮,它自(zi)(zi)己給用戶(hu)(hu)(hu)分配一(yi)(yi)個(ge)八(ba)位(wei)號(hao)(hao)(hao)(hao)(hao)碼(ma),不(bu)但用戶(hu)(hu)(hu)難記(ji),而且更難通(tong)(tong)(tong)(tong)(tong)知(zhi)(zhi)自(zi)(zi)己的(de)(de)(de)親朋好友。如(ru)果(guo)(guo)讓用戶(hu)(hu)(hu)自(zi)(zi)己選(xuan)擇有特征的(de)(de)(de)號(hao)(hao)(hao)(hao)(hao)碼(ma),效果(guo)(guo)就(jiu)會好得多。例如(ru),這樣用戶(hu)(hu)(hu)就(jiu)可以把大家都已經知(zhi)(zhi)道的(de)(de)(de)手機號(hao)(hao)(hao)(hao)(hao)加在“700”后(hou)(hou)面(mian),或者用生(sheng)日(ri)、身份證號(hao)(hao)(hao)(hao)(hao)、學生(sheng)的(de)(de)(de)學號(hao)(hao)(hao)(hao)(hao)等便(bian)于記(ji)憶的(de)(de)(de)數(shu)字。第(di)四,闞教授(shou)認為(wei)鐵通(tong)(tong)(tong)(tong)(tong)“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”的(de)(de)(de)收費標準(zhun)太高。“一(yi)(yi)號(hao)(hao)(hao)(hao)(hao)通(tong)(tong)(tong)(tong)(tong)”只要(yao)建立一(yi)(yi)個(ge)號(hao)(hao)(hao)(hao)(hao)碼(ma)查詢轉換的(de)(de)(de)計算機平臺(tai),并不(bu)需要(yao)太多投資,收費完全可以低很多,甚至在試用期間免費,“先(xian)嘗后(hou)(hou)買”。

為(wei)“一(yi)(yi)號(hao)(hao)通(tong)(tong)(tong)(tong)”支(zhi)了幾招之(zhi)后,闞教(jiao)授(shou)還鄭重建議(yi):移(yi)動(dong)(dong)和聯通(tong)(tong)(tong)(tong)不(bu)應該抵制“一(yi)(yi)號(hao)(hao)通(tong)(tong)(tong)(tong)”,而是(shi)(shi)(shi)也應該積極開展“一(yi)(yi)號(hao)(hao)通(tong)(tong)(tong)(tong)”業務:“用(yong)戶買(mai)(mai)手(shou)機(ji)(ji)的(de)(de)本意是(shi)(shi)(shi)移(yi)動(dong)(dong)。想要用(yong)戶在可以使用(yong)座(zuo)機(ji)(ji)時還要打手(shou)機(ji)(ji),實際上是(shi)(shi)(shi)強迫用(yong)戶化冤枉錢,反而會(hui)使用(yong)戶不(bu)買(mai)(mai)手(shou)機(ji)(ji),買(mai)(mai)了也總是(shi)(shi)(shi)關機(ji)(ji),或(huo)者在手(shou)機(ji)(ji)上看到對(dui)方電話號(hao)(hao)碼(ma)后用(yong)座(zuo)機(ji)(ji)打回去。如(ru)果移(yi)動(dong)(dong)運營商(shang)主動(dong)(dong)推出(chu)‘一(yi)(yi)號(hao)(hao)通(tong)(tong)(tong)(tong)’,用(yong)戶不(bu)會(hui)化冤枉錢,購買(mai)(mai)手(shou)機(ji)(ji)的(de)(de)積極性就會(hui)提高。用(yong)戶多了,移(yi)動(dong)(dong)的(de)(de)收入也自然會(hui)提高,而且使用(yong)戶覺(jue)得手(shou)機(ji)(ji)是(shi)(shi)(shi)物有所值。”闞教(jiao)授(shou)認為(wei),尤其是(shi)(shi)(shi)聯通(tong)(tong)(tong)(tong),更應該推出(chu)‘一(yi)(yi)號(hao)(hao)通(tong)(tong)(tong)(tong)’,用(yong)“一(yi)(yi)號(hao)(hao)通(tong)(tong)(tong)(tong)”把GSM和CDMA兩(liang)張網結合起來,比(bi)雙模手(shou)機(ji)(ji)更實用(yong),肯定更加受到用(yong)戶的(de)(de)歡(huan)迎。
